New Electronic Sign in Conshohocken

OK, a little help here…Anyone have an idea what this sign is and what it is going to be used for? This is at the enterance to the Matsonford Bridge, heading into West Conshohocken. There is a similar one in West Conshy as well, on River Road/Front Street.
